Do not often play this sort of game, so when I see the Deluxe Edition on sale I went for it, its OK but
which one here is the best, feature wise and graphic wise ?

If you are looking at just the RollerCoaster Tycoon games, well, the first two are almost identical, just that the second game adds more items, rides, scenery, graphics, and more options, so if the choice were between the first and second games then I'd say the second one. The third game is a little bit different as it is fully 3D and you can ride the rides yourself and walk around your theme park in first person view. Though I still prefer the second game, myself.

For a graphics comparison, you are best checking screenshots of the games, such as those on the GOG game pages.

It sounds like you have 1 already (deluxe), 2 is very much the same, in this case only get 2 if you want more of what you already have. Two includes a scenario editor, special coaster design mode, adds and removes a few interface things, new rides, changed rides... but overall its more of the same. Which isn't a bad thing at all. The changes are slight enough that one can switch without much adjusting, not like other games where a newer version makes the earlier one feel unbearably clunky.

Personally I can't decide between these two, I prefer 1 if I want to play scenarios, 2 is more fun for messing around but I rarely build complete parks with it.

3 is a completely different game, its main attraction seems to be the ability to ride your coasters in first person perspective, even those from earlier versions. It feels more casual at first, cutesy stuff like adding a group named like your family or friends and have them visit the park. More micromanagement for staff but less for guests. Maybe a fan of 3 drops by to add something a bit more substantial.
I put RCT1 above 2 for its more memorable scenarios. 2 did include the coaster builder and the scenario editor, but otherwise saying "more of the same" is putting it lightly -- it's quite telling that the expansion packs for the first game actually made for a better "sequel" than RCT2 (and don't even get me started on how lazy RCT2's expansions were). If you liked what you saw though, 2 isn't a bad way of getting more.
3, though often glossed over, has its own appeal. If you feel the game really needed a sandbox mode, 3 has you covered. The scenarios are even less memorable though, sadly. They're usually completed after only a couple of minutes. Still, you can't deny that being able to ride a coaster from a first-person perspective is pretty amazing. And even if you find its scenarios lackluster, I believe there is a project that attempts to recreate the scenarios from the first two games and put them in 3D. Seriously, it's breathtaking riding the coasters in Three Monkeys Park. Oh yeah, if you want to try this one, make sure you have a powerful PC; even modern rigs get brought to their knees when you have a big park.
