When I start the game I cannot use the shift key to raise/lower scenery and such. I know that it has something to do with administrator permissions but nothing I have done so far has fixed it. It's crippling for the game to not have availability to this feature.

Please help!

I don't know what Amigara exactly did, nor were there any details why Admin rights might be involved in this, but there are several things you could try.

- Try running the game explicitly WITH Admionistrator rights. Right-click the game's shortcut and select the Run as Administrator option
- Try running it with the Admin option within the Compatibility settings enabled and disabled: Right-click the game's shortcut, select Properties and go to the Compatibility tab. Check/uncheck the "Run as an Administrator" option there.
- Enable or disable UAC (Start => Control Panel => User Accounts and Family Safety => User Accounts => Change User Account Control settings)

The thing that has struck me as odd so far is how evasive the solution has been. I have already attempted the things you listed with the following effects:

-Running as administrator causes some saves to disappear from the saved games list in-game. Using a work-around I can still receive those "disappearing saves" but at the cost of losing the ability of the game to load the custom content for them. Running non-admin the game functions normally with the exception of the whole "shift" fiasco.

-Toggling "Run as Admin" causes the same as above.

-Enabling/Disabling UAC generates no effect, the program still has the little blue and yellow shield next to it, meaning that the game is still being effected by admin somehow.

It's a real pickle.
Make sure the game isn't installed inside the Program Files folder but in a custom location like C:\GOG Games\
If it's inside Program Files, maybe the saves and all files added after installation are placed inside Windows' VirtualStore.

Press the Windows Key + R to open the Run dialog and paste this inside: %userprofile%\AppData\Local\VirtualStore\
After hitting Enter an Explorer window appears.
Search inside VirtualStore if there is any data from RCT. If so copy-paste it in your installation folder to get all changes made by the Non-Administrator account. Run it as Admin from there on, or better use a installation location outside of Program Files.
I have a disk copy of the game, will that cause any complications?
The disk copy is installed within Program Files(x86) and an installation on my other computer doesn't have the shield, just some additional info if it helps.

Yes! That did it! That bloody fixed it! What a pain in my hind that was, thank you for all your help. Suppose we should keep this up in case another unfortunate soul encounters the same problem? XD

Windows doesn't allow you to make changes in Program Files if you don't have the rights to, but instead saves all changes in a separate VirtualStore per user account. That's probably why the admin doesn't see all the files from your usual user account, because they're stored in his VirtualStore and not in the game's installation folder. The easiest way to circumvent this is not to install the game into Program Files, but to a custom folder on C:\
