I've never had this problem before.. it seems to have come out of nowhere.

But now when I try to scroll with my arrow keys the scrolling moves very slowly and stutters alot,
making it virtually impossible to scroll with the arrow keys.

Scrolling with the mouse, either at the edge of the screen, or holding the right mouse button is smooth.

Anyone hear of this before and know how to fix it?

SOLUTION!

After all this time it was so simple.

I moved into a new place and decided to try RCT3 and lo and behold the issue was gone.
Played for a couple minutes that day and quit.
But when I tried the next day the issue was back! What had changed?

A few more days later (today) I thought about it, then it hit me. My darn XBox 360 Controller wasn't set up yet when I first moved in.

So I booted up the game just now, same stuttery scrolling; unplugged my controller.. and oh ya, smooth scrolling.

So if anyone else has had this issue, simply unplug your controller(s) and the game should work fine. :D
