Have tried to find one with the same problem as me, but I can not find one.

When I start the game up, a black screen comes up and then the game crashes with a message that says that it has stopped due to Another program, Windows will return if there is a solution ???

tried to start it as admin.

have tried "Data Execution Prevention"

Try different Compatibility Modes, e.g. for Windows XP (right-click the game's shortcut => Properties => Compatibility tab)
Try running it explicitly as Administrator (right-click the game's shortcut => Run as ..)
Make sure DirectX 9 is properly installed: http://www.microsoft.com/en-us/download/details.aspx?id=8109

Further disable all anti-virus software and security suits to check if one of those prevents the program start (go offline before, if you feel unsafe).
