So, my game looks like this after I run it. I tried all compatibility modes to no avail. GTX970 with latest drivers here, Win 7 Pro x64.

I remember playing it just fine just a while ago.

The sound is working just fine.

I have the same issue. Any help would be greatly appreciated

Try to reinstall RCT1. Maybe also try to play with the compatibility settings and let it run as administrator? Also try to reinstall DirectX, which you can download here: http://www.microsoft.com/en-US/download/details.aspx?id=35 Does this fix the problem for you?
