Josef Drexler did not release a version of his patch for RCT Deluxe. This problem isn't limited to the GOG version of Deluxe. It was also a problem with the original retail version of Deluxe.

To install the Drexler patch for GOG RCT1 google for "rct 1 language packs for gog". I haven't tried it myself but it looks to me like it will work.
