When trying to download the dlc 2130 from the offline backup game installers I get a sh file and not an exe file.What do you do with a sh file?

That's the Linux installer. Try downloading it again, first switching the OS to Linux than back to Windows. If it's still a .sh than the link is wrong on the server. Contact support to have them fix it.
