A friend gave me the offline installer to test this version and RE 2. Well, I had this same error on two machines, one uses Windows 7 and the other uses Windows 10.

And according to the OP, reinstalling was the solution. However, it didn't work for me in RE 1, and strangely, RE 2 starts without an error, but I get a black screen with sound in the FMVs. There was a time when I had this "Win32" error, I was trying to install a game whose installer was 16 bits, on a 64 bit machine. I think GOG messed up the files for RE 1 and to some extent 2.
You didn't ask for a tip but I'll give you one: Ask for a refund, and do yourself a favor, get the MediaKite version somewhere and use this patch on it:
