So for all my fellow Germans who desperately want to play RE3 with blood and gore and without the wobbly polygons, there is an option: ClassicRebirth, as you may have guessed. CR3 works with the Japanese version right from the start. However, you must first download and install the official patch 1.1.0 from SourceNext on the classicrebirth[dot]com homepage.
You'll obviously need my original mod, which I added to my BIOHAZARD 3 German Translation mod on Nexus. You can find it in the optional files. In a few days it should also be up on Compiware.
The original mod is basically the same localization from 1999, but with some additions due to CR3, like the options screen from the PS1. Also watch out to rename your bg.sav to bu.sav an put it in the main directory, otherwise CR3 will not read your old savegames.
