My windows was broken, did a clean install and its fixed.
####SOLVED
I`m trying to launch the English version with no success.
The game only launches when using the Japanese version.
I tried using the REBirth dll, the game launches with the substitute dll with the screen broken, however if i change de exe to the updated version the game stops launching.
Here is the Event Viewer Log When trying to launch the English version, the same happens when launches the capcom patch:
