I'm getting stuttering all over the place with the mouse.

Make sure you run the game as admin (right-click game's shortcut and select "Run as Administrator").

I know this is old (sorry). I'm having the same problem here and must say running as admin did not help me.
What I did was lower the resolution, which made the pointer a bit more responsive. I only did that just while I set up the controls, to speed things up, then once everything was customised, I set it back to... whatever it was (higher res).
