been playing this game for a few days now and so far I like it very well. However, I just found a powerplant and got it running for the first time. But other than a rather anti-climactic popup saying "the city now has electricity", I cannot see any effect. What am I missing here?

Its a general happiness bonus. Pretty sure if you look at the individual breakdowns of happiness it will say something like"+10 city power". This can also be impacted by management choices. For example allowing non-stop showers makes people happier still. I cant recall any negative side effect to water or power on full but it has been a while since I played.
