i have certain provinces where rebellion probability is stuck in place, because of it im suffering from constant rebellions and playing this game is unbrearrable,does anyone have a fix for that?

edit:it seems that criitical culture conversion failure (the failure with additional consenquences) makes sure that rebellion chance is stuck in place and wont go down on its own,i tried releasing the provinces and reconquering them its still stuck,
i have to use actions and buildings to keep it down but its not ideal,im pretty sure its a bug that needs fixing.
