this happens with no other game on dosbox, how can i configure rayman right?

I've found using this build of dosbox has eliminated most of my issues with certain games, including screen tearing:

You can also try manually enabling vsync through your graphics card control panel-- I know you can enable it with Intel cards as well as Nvidia.

How does this work compared to the built in double buffering option in DOSBox?

I would imagine that enabling vsync through whatever graphics card control panel you have would bypass any of the build-in options in DOSBox. They usually have options for triple buffering as well. You can add vsync by application, so if you enable it for just DOSBox, it will supercede the double buffering option. That's my understanding of it, anyway.

But I would try that build of DOSBox I linked above first to see if that fixes it.
You can't remove tearing into dos games...
