Is there no music in the first level? I remember playing this years ago but there was certainly some happy music . The music in the scond level starts veeeeery late for me...
The track doesn't actually start late... but most of the track consists of background noises... so everything is working as intended, but I don't remember it like that either...

Maybe that was yet another change from the regular to the "forever" version.
Wikipedia has the answer:

"Rayman Forever

Around a year after that, Ubisoft released Rayman Forever. It contained everything from Rayman Gold, plus a bundle of 40 new levels designed by fans, a video entitled The Making of Rayman 2, and a fridge magnet. However, various sections of the soundtrack were erased in an effort to save space on the CD."

Omg... this fails. Thanks fr looking that up.

Can GOG.com consider to provide the normal version of the game aswell, which includes the full soundtrack? This a real let-down.

It seems that the music files was "barbarically" removed. They still are in the "music list" but only the music file is missing. Moreover, they are in the OGG format, I think it is possible for us to use the original CD's musics / Download the soundtrack on the internet then convert it in OGG and put the files in the "music directory".

There is a file (game.inst) that lits only the 19 music tracks inside the music folder.

As TParis said, game.inst only has 19 tracks listed, tracks 02-20. That'd mean that the entire game is coded to read from different track numbers from the original release. I'd doubt it would even attempt to use any track number after 20.
I understand this thread is quite old, but did anyone ever solve this issue?
