I was in The Marshes level messing around on the path to The Cave Of Bad Dreams, I look out and see this figure in the marsh, i try to fly to it but I can't get to it, also when you get closer it looks like it's waving at you which is kinda weird. any idea what it is supposed to be?

It is a known glitch or easter egg, the Rayman PC wiki has more information on it I believe. From what I know, I believe its Jano.
