The gog version of this game simply doesn't work, you need to download the actual mission files (theres a download link somewhere on the fourms) for terrorists/hostages to spawn properly, apparently there is supposed to be ambient music (that doesn't play) and on anything other than the easiest difficulty, the terrorists will execute hostages even if you just sit still at the start and do nothing
