do the little red buttons bring the targets to you so you can see them closely after firing on them and putting new targets up? I have tried using 0 to utilize the environment but the buttons seem to do nothing.

I think the buttons are just decorations on that map. If you play the Street tutorial there's a message saying something like "to restart the targets push the button on the other end" and that works.
