Hi all, I've been trying to install Eagle watch and the SETUP.exe file will not launch, it tries for a few seconds then stops. I've tried a few things thinking it might be the Safedisc but they haven't helped so I'm at a loss, any help would be appreciated.

I managed to install it on Windows 11 without any problems.
There is a workaround if you're not using a CD-ROM. Just check out the readme file. https : / / mega.nz/file/4OYQQJpK#7v-h0J-YCRPtcOZSTf84SJqJ6692nVIy3Ypn0W5ofY0

I did post a link that has all the files, but i can give you a short guide if you want to do it urself.
You need to have the original R6EW disc image, and you need to have the R6 GOG version installed. Open the image up. There are two identical sessions on that disc, extract the one that has all the folders in smal letters. Create a empty folder named TEMP, then inside that a folder make a folder names CD (both in capital letters) place the TEMP folder in the root directory of C:\. Copy what you have extracted from the image into the CD folder. Run SETUP.exe as an administrator to begin the Rainbow Six Eagle Watch installation. Follow the prompts to install it into your Rainbow Six game directory, and click OK on any notifications that appear. Once the installation is complete, you can safely delete the TEMP folder from your C:\
Launch RainbowSixMP.exe (if you use the original disc image you need to replace this file from the one i posted in the link) from the game's installation directory. Thats how i installed in on windows 11. As is remember it crashed a few times while playing it but nothing game breaking. I hope that they will add Rainbow Six Eagle Watch to GOG one day so it would be possible to buy it digitally. Sorry for the bad English, kinda hard to explain all this.

Thank you for your reply, I have the original CD rom, and have tried this - directly from the CD or copying to the desktop first but the installer does nothing. It launches in the background, and I can see it in my task manager but it just does nothing. I think it is because it is a 16-bit installer and Windows 10 doesn't like those. I'm at a loss at what else to try. Wish they had it on GOG like you say.

I shared the files i used installing R6EW in windows 11, you can try those if you want. I also found a youtube video that might help you https://www.youtube.com/watch?v=8YHG_C1o72g the video is for R6 installation on Windows 10/7/8/ but i think its very similar to R6EW installation.
