Why do they call it the "Complete Edition" if it does not include the Japan DLC? Or is it actually included, but the description is incorrect?

I see that Steam is selling a combo that is the "Complete Edition" plus Japan. I guess it is just an old name for when it was considered "complete" at the time.
As far as I know, the Japan DLC was launched just after the complete edition was released. So, in regards to GOG store, Japan dlc is not included in that "complete edition". It has no sense, but... We also don't have an scenery editor, so... I learn that I wont't buy future Gaming Minds games here. I don't want to feel my self as a gray market customer with this editor/publisher/developer.

Kalypso Media Group GmbH announced the complete takeover of Gaming Minds Studios back in June 2020. Is the scene editor part of the game? Or a Steam specific add-on?
