I am having the same problem myself.
W7sp1 (32bit), Dual Core 1.8 and 2GB RAM.
I have tried running in compatibility mode with 95,XP sp2/3 and even 98 and Vista with no change.

Tried installing it on my main gaming rig both from archive and through Galaxy - but it would not start.
Tested it on my secondary machine, and it worked just fine. (Both machines with Windows 7)
Haven't sorted it out yet, but i think it have something to do with dependencies.

Problem solved (for me at least).
Somehow the installation of the dependencies / redists went wrong - both when i attempted to install the game via the installer and via Galaxy. Verifying and repairing the game in galaxy did not make it work either.
I had to manually install the runtime redistributables located in the _redist folder inside the Raiden IV folder to make it work.
