Solved the panel puzzle with all the lights on, then I raised the light receptors, and raised the tall pole that raised the light
on the other side. However, there was no beam of light on the receptors that were just raised.

Your assumption that you have solved the puzzle by getting all the lights on is incorrect. The lights that you have put on relate to the light receptors; there is more going on there that you need to solve.
