This DOS game does not run well on any of my three XP boxes. Propinball Timeshock, also available here on GOG, is a much better choice.

Might want to read the system requirements again, this is not a DOS game.

It is a Windows game. Runs perfectly fine under Windows XP SP3. Perhaps you have admin rights issues?
