Me again. I'm having difficulty adjusting the server settings for the LAN game I've set up.

Now, I've been using the PZServerSettings.bat and that saves all relevant information to C:/users/Roahin/Zomboid/Server which I understand is the correct location. But when we connect to the server, none of the information has been taken into account.

Right now the only change I've been making to the settings are Zombies: None in the World Options as a sort of barometer to quickly gauge whether my changes are working or not. If I spot Zombies, I know I still haven't got it working.
Personally, I just edit the files directly. They can be opened in notepad. For sandbox_vars, numbers correspond to the GUI position of the option.

Are you sure you're saving the changes made over the original files? I've no experience with the GUI thing et, unfortunately. :)

I've looked at the lua files some, but without some knowable metric it's hard to know what I'm doing. Take servertest_SandboxVars.lua for example. If I edit the Zombies one, I don't know what making it a 1, 2, 3, 4 or whatever else actually does. Is there some file or guide, possibly online that explains what changes affect what?

Have you tried looking in the advanced population settings? Set the population and population start multipliers to 0.0, as well as the world options zombies to none. You might turn the respawn off by setting the respawn hours to 0 too.

I don't like having too many zombies, but I like some threat, so I usually set mine to low, at 0.35.

I'm not sure about changing the name of the save file so I just use the original file name with mine.

EDIT : Sorry I should have noted that I use the PSServerSettings batch file also.
