Currently I'm without home internet, and tethering would take literal months to update to b41 on Steam, so I'm wondering if I can download the installer on my phone, then connect via USB and then drag and drop it onto my desktop PC.

Also, assuming this works, what would be the file path for adding mods?

You've probably already have fixed your problem, but here goes:
Yes, I suppose it's possible to download the offline installer using your phone's web browser. And then upload the install file to your PC.
