LOVE !!! flying games - racing games too - but find them either a shadow of themselves or completely unplayable without equipment. By which I mean the HOTAS stuff you need to play them even half-arsed, to say it the most generous and genteel way, you used to be able find in every even half-arsed store but can't find now in even the best-equipped. I had all the HOTAS stuff in different iterations but gave it up because nobody was doing that anymore,

So is this game good with or without the extra 60 bucks I used to pay for garbage HOTAS stuff that got well-reviewed in bought-off magazines or good with something that costs less than $250 to $500 or more USD? I know by the nature of the genre that this couldn't possibly make any sense -- reasonably comfortably -- with a mouse.

If it's just for this and similar games you don't need an expensive setup.
A low end Thrustmaster (HOTAS 4, HOTAS X, T-16000 stick only version) or Logitech (Extreme 3D Pro).
If anything some expensive setups have issues because of the way axes values work in those.
You can use a gamepad. Like an Xbox controller. It doesn't have the drawbacks that a mouse would. It won't be any harder to control than a HOTAS setup is. Its just going to be less immersive, but even that is going to depend on the person.
The game plays fine without a fancy HOTAS setup or even a basic flight stick. I use a keyboard and it works great. I've flown aircraft with a mouse before a long time ago, and it can work if mouse flight is implemented properly. Sadly, Project Wingman's mouse flight has a very strange way of controlling the aircraft, and I wouldn't recommend using it.
