So, I'm not sure if anyone else has had this issue recently, but I myself have experienced vast quantities of micro-stuttering when moving the camera to the point where it's almost unplayable. I set the graphics settings to the lowest possible settings, turned off the in-game overlay, and still this problem persists. I have a G3 3579 laptop with 16 GB of RAM, an Intel i7-8750H CPU processor, and an Nvidia GeForce GTX 1050 Ti GPU with 4 GB of GDDR4 VRAM. Does anyone know of any potential solutions?

Make sure it's "sys_MaxFps=60" and not "sys_MaxFps = 60"

The number can be any number you want, but try it with 60. I'm not sure if it'll help you, but it helped me with my microstuttering.
What I am experiencing is far from "micro". The freezes in camera movement last from 10-40 seconds, and yes, that renders it unplayable - very annoying during exploration, but fatal when in dangerous situations.

I too set the graphics to lowest, tried the recommended fixes including CPU priority, affinity, and so on; I checked resource usage to look for bottlenecks - no avail. Similar setup to yours, except for slightly "bigger" gfx card (6GB, GTX1660ti). Other games with much higher graphics usage run just fine on it.

Looks to me very much like a bug of the game. And this sort of thing was reported already back in 2017, when the game was first published.
