This is the first game I bought from gog that has actual patches released for it by the dev. Do I need (or can I even) download the games last patch and use it or does gog version come updated to the latest version?

As far as I know, every game on GOG comes fully patched.

No version released via retail or Digitally legally by any1 or illegally for that matter includes the latest patch for Postal 2 Share the Pain...
