Edit Forgot to set the title to Port Royale 4, and can't change it…
I can see it gets more and more expensive, but what makes the price go up?
It's not the number of permits you have, I can see that.

My guess would be ur rank
In PR1 Build permission costs a measly 75k
and steadily increases as your char goes up in rank

So stands to reason to make this assumption.
