Just installed Populous: The Beginning. The options that come up is a launch screen with a list of available resolutions with "Hardware" and "software" settings. I tried selecting several to no avail. It then says "Save settings" and "Launch Populous: The Beginning". I select the launch button but nothing ever happens past that.

Any ideas anyone?
Try doing this:
1) Start -> All Programs -> GOG.com -> Populous - The Beginning -> Setup
2) Select Hardware Mode and 1280x720 @ 16bpp
3) Save Settings.
4) DO NOT LAUNCH THE GAME FROM THIS WINDOW. Close down the window by pressing X at the top right of the window. You'll probably get some message about incompatibility, just click cancel to this.
5) Start -> All Programs -> GOG.com -> Populous - The Beginning. Right click the shortcut Populous - The Beginning inside the folder you opened and click "Open File Location"
6) Double click the D3DPopTB.exe executable.

The game should now launch. If not, please post back :)

I did those steps, however 1280x720 @ 16bpp is not available, only the same option with 32bpp. I selected that option and hit "Save Settings", then tried launching exe with no success. Went back to settings and checked and it does not appear that the 1280 was selected, and when I hit save settings nothing happens. I change, close out, go back, and it's right back to the original resolution option 1366
The list will always default to the highest resolution available, but the resolution you selected will be set. Try 1024x768 @ 16bpp (it should be there). When saving, click the Save Settings button several times in a row (like 4-5 times) just to make sure it's saved the right resolution

When the exe is launched, what happens ? Does nothing whatsoever occur ? Do any errors come up ?

16 bpp is not available, everything is 32 bpp.

Double click exe file, says The program is not responding (generic Windows error message) and the screen icons go super big like the resolution is really low.
I tried launching the game in 1280x720 @ 32bpp, which seems to work, so we'll ignore the missing 16 bpp options.

What graphics card are you using ?

It's a Levono laptop running Windows 8, not sure on what type of video.

In Device Manager under Display this is listed: Intel(R) HD Graphics 4000

You can check here:
Start -> All Programs -> Accessories -> System Tools -> System Information

Then click the + sign next to Components and select Display. Based on the fact it's a laptop, it's most likely an Intel HD Graphics chipset, which most games don't work with.

Edited post to include what was listed in device manager. Pharoah/Cleopatra from Sierra and Lords of the Realm II works fine on same laptop

Pharaoh/Cleopatra can work on Intel cards, because it's a 2D game. When it comes to 3D based games, the Intel chipsets just don't work. Many games from GOG.com just refuse to work properly on the Intel onboard cards. You would need an external graphics card from AMD or nVidia. The game's most likely crashing because it's detecting your graphics card won't work. Go back to my first post, but select Software Mode instead of HW mode.

Software Mode is restricted sizes due to the game itself having to generate the graphics, have you tried it to see if the game loads when in SW mode ?
