How do I slow down the game? The people would be great in any Olympics, but it makes game play pretty much a guess instead of strategy.

Windows 7 Pro, 64 bit, running the DosBox that installed with it.

Populous (original) runs fine.

Reduce the cycles in DOSBox.
Do this by using CTRL-F11 (reduce cycles) and CTRL-F12 (increase cycles) when the game is running.

If you can find out what number of cycles works best for your machine then you can set the value in the dosbox .conf file for the game.

Sorry to necropost but there is a better solution than CTRL-F11 in dosbox. the plus key (+) increases game speed in game and the minus key (-) decreases game speed, which is a better option than slowing down dosbox which decreases game FPS as well. This is all in the manual.

Actually, it depends on the cause of the fast speed. If DOSBox runs too fast then yes you can get increased game speed, but it can also cause other issues if there are any timing dependent calculations going on in the background. I can't say whether Populous II is affected by this, but it is something to bear in mind. I would say it is best to get DOSBox running the game as close to the speed as on original hardware, and from there resort to in-game settings.
Play Populous 2 in Fullscreen mode and then change the game speed slider in the options to suit.

As soon as a level starts, very quickly open up the options menu (The 'world' icon, the right most icon in the isometric game view) and depress Fullscreen.

It is much easier to manage large tracts of land and units this way, too.
