Hello, for those of you who have problems starting POP3 or have crazy Hippie-Vision colors if you get it running.
I guess this problem is especially for AMD ATI radeon HD type cards.
This works with the software option and D3D option, for me atleast.
Download a program called DxWnd:
Search for it, since I can not add links..
unzip program and run it, go to File, and then press Import. And in the Exports folder in your DxWnd folder you have a selection of premade "game running" files, find Populous 3 files. D3D or software. Select and run the game from the box.. You may have to edit the launch path to wherever you installed the game. And it is windowed so you have to modify the running options to make it full screen. Go to "modify" on Edit for that.
I had one issue in D3D with my windows start button visible in game for some reasons, just turn off "Lock win Coordinates" if you have that problem. This works fine for me now. If you still have issues, try some different options.

On a sidenote, my GOG version just chrashed my computer in D3D and Software, but the original disc worked in Software mode, but with Hippie-Vision syndrome.. I use the "original" game now, if you still have problems with GOGs version I would try the original CD version, if you have it of course, then it has no updated files either, who I would guess GOGs version has.
