EDIT: Sorry, I'm level 14 - made a mistake in the title.

I've just returned to Sigil after defeating Trias but I'm still only level 14, which means I can only access two level 6 spells and one level 7 spell. I can't access anything above that so I'm missing out on the best spells - i.e. the main attraction to playing as a mage.

Is there much option to level up further once I enter the Fortress of Regrets (assuming I'll even have the opportunity to rest to learn further spells)? Or am I basically stuck with a handful of semi-decent spells?

By way of background:

- I switched to mage before reaching level 7 as a fighter (I think about level 5) so I double-specialised as a mage
- I've basically had a 'full' party the whole game (i.e. I recruited each character when they were available, although I didn't get Ignus or Nordom as soon as possible) BUT I've had over 21 wisdom for most of the game - currently 25 - so I've still been getting a fair portion of the XP
- I did virtually every side mission and chose every XP dialogue option I could find
- I really, REALLY don't want to have to go back to boring sections like the Modron Maze or Undersigil to XP grind if I can avoid it.

It seems to me that if you can only unlock the best spells by XP grinding and/or leaving party members behind, it's a pretty big flaw in an otherwise excellent (so far) game.

The Fortress of Regrets is kinda short, and... well, there aren't many enemies left that are worth high-level magic. There are respawning monsters in the first section, so technically you can try to stick around and grind them - but after that you only have one mandatory battle left, and IIRC you won't have a chance to rest and regain your spells until you're past that point. So unless you're willing not to go the diplomacy route with the remaining opponents, you might not get to use those spells at all.
If you want to cast higher levels you'll have to grind before entering the fortress. If you dismiss your other party members temporarily and are strong enough (especially high con helps a lot) you can level up very fast, you could also use an editor instead.

But I'd say save your game, enter the fortress and try if you're good or smart enough to survive there, you can still reload your previous save once you've finished the game.
Thanks for your answers guys, that's pretty much what I suspected.

If the enemies in the fortress aren't worth high-level magic (if I take the non-combat route) then that makes Curst Prison and Baator the toughest places enemy-wise. In that case it seems even sillier that it takes so long to get access to the high level spells. I was only about level 11 or 12 in those areas!

Oh well, the story and characters have been fantastic. I guess I can always search for videos of those spells if I want to see them in action.
If you have high level scrolls in your inventory you can use them directly instead of scribing and memorizing them.

When you reset the hardest Level in the Modron Maze the wizard construct will be there again and you can get a scroll of his high level spell again and again.
This is a result of you having a full party, because it greatly dilutes the amount of experience you get from quests and enemies. I was level 12 when I entered the Fortress of Regret. Once there, I killed a bunch of True Shadows and was level 19 by the time I entered the Trial of Impulse. Then I gained another level from the dialogue in the Maze of Reflections. That's 12 to 20 in half an hour, compared to maybe fifty hours from 4 to 12, and all because I didn't have 5 party members leeching XP! I am not sure I would even gain a single level if my companions were with me (although they would certainly level up).
