can I just install the ultimate fix pack and the unfinished business mods only in my game no other. don't want high res or ghostdogs

If you're talking about the original edition, yes - the Fix Pack and Unfinished Business will work fine by themselves.
If you're talking about the Enhanced Edition, they aren't compatible with it yet. There are only a few mods that work with the EE currently (though more are being updated for it):
