After installing all the mods and getting everything working, all the sounds and voices sound like they're coming from the bottom of a well. Messing with the eax button doesn't do anything. Suggestions?

Try restarting the game after you disable eax sound in the game.
If, after restarting, the sounds remain echoed then you have a problem with the sound driver.
