do i use these when i get them or what i says temporary buffs resistance and stats are they permanent or not do i use or not

The bonuses from charms, spells, etc. are temporary (usually lasting for a couple in-game minutes), so they're meant to be used during combat.

There are items that can increase some of your stats permanently, though, so pay attention to the item description (it'll outright say that the bonus is permanent in that case).
