It sounds silly, but the random lightning flashes durings storms in the original version of Planescape: Torment are nothing but annoying and each time it happened I got more angry, until I rage quitted after like 10 minutes.

Searching the internet was no good, only led me to Beamdog's forum for their Enhanced Editions where some people mention similar stuff in other Infinity Engine games. They say there's a "turn weather off" option in the graphics menu, but there's no graphics menu in Planescape: Torment and I can't find anything like that option in the video or gameplay options.

Sure, I could live with it, but why would I if there's an easy solution to something that really annoys me.

PST is one of the games with files that could be easily edited, some directly, some with Hex. or simlar stuff.
You could check the ini and Mapfiles for lines that allow you to disable weather.

Aside from this...i know that the EE of PST had additional menus but i don#t know if disbaling effects/weather was included.

Last..PST has a huge number of mods , fanfixes and stuff like this, chance are that some of the mods might help you.

Sorry for being so unspecific but it's a long time since i played it last, hope you can solve your problem.

Thanks for replying, I'll check out if there are any mods that deal with weather effects. Googling for a solution through other means, e.g. editing files, have turned up nothing, as I wrote in my original post.
If you look for a solution by editing/modding it yourself you should search for editing/modding infinity engine, since infinity is open source noadays there's quite a number of tools/mods/FAQ#s...
