Can you do anything about the air in the Lower Ward?
A few people mention it , the foundry & the wind from the spire, as if there is a quest about it.
I looked all over for leads to doing something about it, but didn't find any. I was even thinking about it while doing other quests found in the Lower Ward, but to no avail.

IIRC, one of TNO's previous incarnations was responsible for the bad air found in the Lower Ward. I can't remember for sure, though.
Nah the air in the lower ward is polluted because of the forges of the Godsmen. They've been working on a VERY big project and they've been pumping out smog for years now. There are a couple of anti-Godsmen quests that will destroy the project, but that won't shut down the forges.

It's just background info about some of the negative consequences of what seems to be (on the surface at least) a harmless or even beneficial faction.

Damn! You've refreshed my memory to the point that I remembered why I hated doing the Godsmen quests, and my rationalization for why I didn't join with those who plotted to destroy their project, even though I so wanted to!

On the plus side, the fact that I hated doing that quest (I think it's hard for a good aligned TNO to like that quest) juss goes to show how incredibly deep even the subquest storylines are in this game! You really have to think your choices through!

its true that one of tno's incarnations started a revolt by opening all those portals to lower planes, i dont remember that it causes pollution

The Lower Ward is thus named not because it's where the worker class lives, but because of the sheer number of known portals to the Lower Planes present there. You can't do anything about the smog; it's a consequence of both the portals and the fact that the Ward is Sigil's centre of industry. Presumably The Nameless One exploited the portals for his revolution; however, I see no reason why he should be responsible, directly or indirectly, for the bad air there.

The Nameless One is implied to have been responsible for some of the background events of the setting, but in this case the smog is most likely just a detail from the sourcebooks.

The coffin maker accounts for the name of the neighborhood, as well as its smog, by pointing out the gateways to the Hells. 'Ward,' after all, is also a term for a magical defensive measure.
That said, your mileage may vary as to whether you believe him over other sources. It is, as stated, also the location of the Godsmen and their foundry.
