Does anyone know of an editor for the .SAV files?

There's a bug in Pirates! Gold (game crashes when leaving a town. I've also had it crash a few times during encounters at sea.

I was hoping that a save editor might make it so you could hack your way around the issue.

This is the same bug that's been in the game since the original release, and I've been dealing with it for over 20 years.
