I though it would just prevent my characters from attacking enemies instead of doing what I asked them to do. I would have liked it very much, but it does not do that so…
Then I thought, maybe it is to prevent them from attacking a far away target when I switch them from bow to sword, but no luck there either.
So, the only rational explanation I could find is they did it to tease us. Am I right?

I was understanding that if they are not engaging an enemy (Because they kill the last one) they will go to the next they spot. However, I disabled it so I'm not sure,

Yes, that could be exactly that. Not so useless after all, but the AI is still far worse than the one of the original pacman's ghosts (https://en.wikipedia.org/wiki/Ghosts_%28Pac-Man%29). Yes, it was really cutting edge, then, but it actually was 35 years ago. Well, it will be next month. At least, we escaped that AI scripting language joke they ported from infinity to dragon age.
I thought the tooltip explanation was adequate if lacking. I disabled it to keep them from ganking charmed, confused etc party members. I don't let them act on their own period. Auto pause on finish action and target destroyed and seems good to go.

At the risk of answering a rhetorical question/statement, I'll say that (in my head) I get 'understood, but could have been clearer; more detailed'. :)
It can also be handy if you have someone with a really slow weapon equipped, or with slow reaction time. For example a wizard can do nothing but is ready to start casting a spell exactly when needed instead of being stuck in the animation of reloading an arquebus.

Basically it's for people who really want fine grain control over activities.
