How much stealth do I need to not be detected? My level 10 ranger has 9 and she gets spotted pretty quickly.

Unlike BG games, stealth in PoE isn't invisibility. You will always be detected if you get close enough. Stealth just lets you get closer (to get off a shot/spell to open combat or to get past an enemy without fighting (but depending on the available space, that may not be possible) )
