I "bought" the "Free" DLCs for my Obsidian Edition version of PoEII after already playing the game for several hours. How do I tell if they are installed properly?

You can check it in the lower left corner of main menu. If the DLCs are installed the proper logo won't be greyed out. You can point it with your mouse cursor to make sure. A description with the information regarding the installed DLCs should show up.
