The music in the ruins of Cilant Lis reminds me of the music in the Temple of Elemental Evil (Troika, 2003), while quite a bit also reminds me of Lord of the Rings. The music in the map just after leaving Cilant Lis reminds me of Gandalf's Lament in Lothlorien, and the whispering reminds me of the voice of Sauron.

I even think Heodan sounds a bit like Frodo (Eliah Wood)...

Does anyone else think so?

I didn't notice.

I did notice a big ToEE influence in the level up screens though, and I like it.

Sounds absolutely nothing like him. Heodan was done with a British accent -- don't know who the VA was -- Frodo is an American accent. The VA for Heodan also has a deeper tone to his voice than Elijah Woods'.
At times, the soundtrack reminds me of Morrowind.

Justin Bell, the composer, mentions both the Elder Scrolls and LotR as inspirations:

Exciting right?! Right... Don’t let the mundaneness of that description fool you, as this is actually one of the most important parts of my day. It’s one of the few times that I get to listen to music without interruption, and I use this time to get inspired to write. Things I’ve been putting on lately are the soundtracks for The Elder Scrolls (III, IV, and V), The Lord of the Rings and The Hobbit, anything by Basil Poledouris, and of course the IE soundtracks, just to name a few.
I thought some of the battle music sounded remarkably like BG2. Like they played a few notes of a common BG2 set, and then switched to their own music.
