Can i pre download pillars of eternity 2 like a day before so i dont have to sit through the download

It depends mosty on the dev/editor side. For exemple we were able to pre-load tyranny which was an Obsidian game too

I believe they said there wouldn't be one on GOG on one of the Dev's twitter pages. Though GOG does support Preload as they did it with Witcher 3. From the twitter comment it seemed like they assumed GOG doesn't support it at all.

Exactly, that is silly. I did the preload on GOG for Witcher 3 as well. Too bad. It's going to take many hours to download. What's another few hours of waiting, I guess...

I assumed pre-loading would be available using galaxy. It does require DRM to work after all.

What is preloading? Think about it for a second. You have the game installed but are not allowed to play it (yet). That is DRM (Digital Rights Management or Digital Restriction Management).
