EDIT: Either cipher or druid... which works the best...

INT: Choose Godlike(+1) from Old Valia(+1)
RES: Human(+1) or Orlan(+1) from Aedyr(+1) or Ixamitl Plains(+1)
PER: Elf(+1) or Orlan(+2) from The White that Wends(+1)

So, best overall is an Orlan (+1 RES, +2 PER & +1 INT from Old Vailia). Also, don't overlook buffs.

As for class, I would go ranger or rogue because of the +2 PER. Spells can be cast from scrolls with enough Lore.

And how is the access to scrolls in the game? They appear only among the loot?

No, they can be found in loot, bought from merchants or crafted.
