I usually buy masterpieces like this from crowdfunding, but I've been busy with other demanding RPGs, so now I prefer to wait for a "complete" edition, like the last "Pillars of Eternity: Definitive Edition", which has all expansions. Apparently PoE2 has 3 main versions:

Pillars of Eternity II: Deadfire, which is only the game.

Pillars of Eternity II: Deadfire - Deluxe Edition, which seems to have lots of goodies not related with the game like a guide, that awful pet, etc (which I never use)

Pillars of Eternity II: Deadfire - Obsidian Edition This has 3 expansions.

The question is if the Obsidian Edition has the lasts expansions, or there are (or will be) more?

The Obsidian Edition includes the Season Pass. This gives you access to all three of the paid DLC that are planned for release -- when they come out.

To date, only one of the three paid DLC (Beast of Winter) is out. The second (Seeker, Slayer, Survivor) is currently supposed to be available on September 25th. The third has not had a definite release date announced, other than a somewhat nebulous November timeframe.

So no, the game is not complete yet. If you prefer to wait until all the paid DLC is available, then you may want to defer a purchase until late in the year.
