If it's not already installed obviously.
Not that it's an issue if it does it's just I've noticed it was installed last night (when I installed Pillars of Eternity) and I wanted to be sure

If it works like most games with MS .net, it'll just install the runtime libraries. If you already have Visual C++ installed, the installer for said runtimes will just take less time as it recognizes the required files are already available.
