How do I get them/make them? There were only about 6 or 7 for sale in Gilded Vale, and I can't find any by looting.

After virtually every combat I have to go back to the pub to rest, because there's no way to restore health. It's getting really tiresome.

Don't rest after every fight. You don't need your health restored until it's drained to the very bottom - endurance is what matters in fights. You should be able to clear every outdoor map using one or two camping supplies or every floor of a dungeon using only one, if you need to use more you should think about changing strategy.
