I've seen videos of people playing where both the base and extended ranges (from Intelligence modifier) of an ability are displayed before casting.

My Cipher character has 20 Intelligence, and yet I never see the extended range, only the base one. Has anyone else had this issue?

I think the two rings mean different things based on what I saw somewhere. Inner ring means the AoE effect will affect everyone, but the outer ring is where it affects enemies but not you or your companions. Danger zone versus safe zone.

Ah, didn't realise that, thanks. From what I can tell the yellow is supposed to represent both the extended range AND the safe area.

It looks like my problem was definitely a bug anyway. I fixed it by right clicking on each of my cipher spells in the hot bar while in combat. After that, the ranges displayed correctly.
