EDIT: Okay, I'm dumb. It was straw that was not getting into granaries, and it caused it to look exactly as described below. I'll leave this for others with the same issue to see.

There are 4 grain farms, 2 granaries, and 1 work camp. There are no storage yards. Everything is fully staffed. I've restarted multiple times and adjusted the positioning of the granaries to make sure I didn't just have one in a bad location. They are both on a road close to the work camp.

The only available settings on the granary in this mission are Fill (1/4 to 3/4) and Accept All.

The farmers will *not* deliver to more than one granary. They pick a granary, fill it up, then the rest just drown with their grain. Say there are three locations, and I only build granaries in two of them. They might pick location 1, and ignore location 2. Then I build in 1 and 3, and they pick 3, but ignore 1. That's how I know location 1 is a valid location they just refuse to use. I've even had it where they will only partially fill the single granary they picked (that is set to Accept All) and have to drown the rest. I *can* get them to got to the other granary by telling the preferred one to Accept None--but that is the only solution I've found and it seems ridiculous.

I can't seem to find any answers addressing this particular question.

Addendum: Sometimes I can get them to go to both granaries...but they won't fill either, and the rest of the carts drown.

Might try having every thing delivered to a warehouse then set "get" by the granaries. Or have storage yards that are receiving different produce. But "Farmworkers" do not stay in the fields if there is a warehouse vacancy but they do stay in the Fields until there is a vacancy for their produce in a granary. That can become important when fields flood.
